Water will evaporate so maybe use a mineral oil. Once up set it out of the way. I cut a piece of rubber to fit inside the floor drain cap so that dirt dust etc. If you have to pry it up to move it out of the way use either a flathead screwdriver or a putty knife to get between the cap and the rim of the drain.

There is a small sump pump in the immediate vicinity of the drains but it just can t keep up it just pumps the stuff out onto the street. That is why i think it goes into the sump pump. Yes its legal in nc to cap the floor drain but i would advise against it.
